Britain is handing “get-out-of-jail-free” cards to some of Israel’s worst genoocidaires, with the latest “special mission certificate” issued to Israel’s Wehrmacht Kommander Herzi Halevi, who was given extraordinary diplomatic immunity during a visit to Britain last month.
Halevi is the chief overseer of Israel’s Gaza genocide, directing the Israeli military’s operations throughout 15 months of mass murder.
Gangster immunity
So far, sixteen special mission certificates have been issued to Israeli officials including Benjamin Netanyahu, former Israeli foreign minister Tzipi Livni, and the IDF’s former military intelligence directorate chief Amos Yadlin.
The certificates confer diplomatic immunity to visiting officials, even though they don’t form part of their country’s diplomatic staff. Crucially, they also prevent private citizens from applying for arrest warrants against them.
Only two “special mission” certificates have been provided to Israeli officials since Al-Aqsa Flood – to war minister Benny Gantz in March 2024 and Halevi last month.
The Foreign Office added: “Government officials from any country can apply for and be granted special mission certificates as part of official visits to the UK.
“A special mission is a temporary mission, representing a State, which is sent by one State to another with the consent of the latter, in order to carry out official engagements on behalf of the sending State”.
Halevi arrived in Britain late November to discuss Lebanon and Gaza with senior UK military officials and diplomats who are also up to their elbows in blood, guaranteeing a stead flow of arms to the Nazi state despite UK officials warning they are liable for genocide charges by doing so. Halevi also met Britain’s attorney general, Richard Hermer, the man who is supposedly meant to ensure international criminals are brought to book.
Critics say the meeting was staged deliberately, to underline Downing Street’s message to the British public – Israel is untouchable.
‘Beyond belief’
They also believe it was no coincidence the trip came just three days after the ICC issued arrest warrants for Israeli prime minister Benjamin Netanyahu and former defence minister Yoav Gallant for “crimes against humanity and war crimes”.
“It seems beyond belief that the UK attorney general could meet with the head of the IDF, mere days after arrest warrants were issued for Netanyahu and Gallant, International Centre of Justice for Palestinians (ICJP) spokesman Jonathan Purcell told Declassified: .
He added it was “utterly reckless” for the attorney general to have met Halevi, “not least as it will undermine the UK’s global position by associating so closely with a pariah state”.
Halevi was initially included in the ICC’s arrest applications for having “deliberately starved Palestinians in Gaza”.
While he was not ultimately named in those warrants, it is possible for individual citizens to apply for private arrest warrants in Britain, which allows for the most serious crimes to be prosecuted regardless of where they are committed.
Downing Street blocked this avenue by issuing Halevi with a “special mission certificate”, granting him temporary diplomatic immunity for the duration of the visit.
Ironing out the wrinkles
In response to a parliamentary question from Labour MP Brian Leishman, the Foreign Office Monday admitted it “gave consent for special mission status for the visit to the UK on 24-25 November of Lieutenant General Herzl Halevi… and [his] delegation”.
Defeating the ends of justice
Israel began pressuring Downing Street more than 19 years ago to concoct a “special arrangement” that would shield its killer from public aprobrium.
That came after a private arrest application was issued in September 2005 for retired Israeli general Doron Almog over alleged war crimes committed in Gaza.
Almog was tipped off about the potential arrest upon arrival at Heathrow airport, and never embarked from his plane before turning back to Israel.
That marked the first time an arrest warrant had been issued in Britain for an Israeli national over abuses against Palestinians.
What followed was a sustained campaign by the Israelis to change Britain’s approach to universal jurisdiction legislation.
In September 2011, David Cameron’s coalition government passed new legislation requiring the director of public prosecutions’ (DPP) consent before private arrest warrants could be issued.
This was fully in line with Israel’s desires. Leaked files reviewed by Declassified show the Israeli ministry of justice specifically requested “the consent of the Attorney-General or the DPP before an arrest warrant or summons is issued” in Britain.
